WinBudget is an adware application with a browser plug-in. It creates a toolbar in your browser that helps it to spy on your Internet activities, then delivers ads based on the content you have viewed. Its presence on your computer will cause it to slow down dramatically and it will annoy you with pop-up ads.
The instant you notice WinBudget, you should remove it. In order to do this manually, you must delete the following file:
matrix.dll
Then you should delete the following folder:
[%PROGRAMS%]winbudget
Finally, you need to delete the following registry entries:
