The Run-time utility functions for Microsoft Outlook Express are contained in the library file msoer2.dll.
Outlook Express is an IMAP- and POP3-compatible mailing client that has built-in newsreader. The msoert2.dll module is provided with the capability of handling the basic functionalities involved in Internet mail purposes. These include access to user-created folders, message rules, and an address book. It also provides compatibility support for IMAP, HTTP, and POP3 electronic mailing accounts.
Outlook Express was designed to be a newsreader and was even called by its old name Internet Mail and News. It is generally different from Outlook because it has less extensive capabilities but has more user-friendly features. Unlike Outlook which is a Microsoft Office application Outlook Express is shipped with Windows.
As the Outlook Express runtime utility a compiler to implement important codes to execute the Internet Mail and News services built into Outlook Express uses the msoert2.dll file.
The program file msoert2.dll exposes the runtime methods as it accesses Windows that are implemented in the runtime library. It retrieves email from a user account either via POP (Post Office Protocol) or as an IMAP (Internet Message Access Protocol) client on an IMAP mail server.
Outlook Express shares a similar architectural philosophy with Microsoft Outlook but implements a different codebases. It uses a Windows Address Book to store contact information and integrates tightly with it.
A .wab (Windows Address Book) file is created on the msoert2.dll file to store all contacts and addresses. By default this Windows Address Book only shows the contents of the current Identity’s folder while other details can be visible only by clicking on the Shared Contacts tab on the View/Folders and Groups menu on OE. When running on Windows XP Outlook Express integrates with Windows Messenger.
Although limited compared to Microsoft Office Outlook other capabilities of Outlook Express include: Access to NNTP newsgroups, implementation of signatures and stationary, and secure e-mail messaging.
On Windows Vista Outlook Express gets a major upgrade and is replaced with Windows Mail which has similar architecture but with better and more powerful features.
